While the powers-that-be don’t discourage contact between the Chosen Ones at Templeton and the Naturals working there, it is understood that any contact they may have is simply a physical relationship.
When you create a dystopian or post-apocalyptic future, details, explanation, showing AND telling, can make a big different to allow readers to suspend disbelief.
